Albeit quite full on, there is a lot of sincerity (shown through blunt passion) to their desperate appeals.
Around the 1 minute and 45 seconds mark, you can see many leaders threaten their citizens with flamethrowers and even death, in an attempt to make them self-isolate.

President of Campania, Vincenzo De Luca, says, “I’m getting news that some would like to throw graduation parties. We will send over the police. With flamethrowers.”
“I’m the Mayor. You won’t “stroll” into my town,” exclaimed another.
Others became a little more heated and took a more aggressive approach using coarse language…
Giuseppe Falcomatà, mayor of Reggio Calabria informed a citizen that he is not Will Smith and we are not living in I Am Legend.
“I stopped him and said, ‘Look, this isn’t a movie. You are not Will Smith in I Am Legend. Go home.
